Trump's Progressive Alarm Overlooks The Continent's Real Danger: Technological Decline.

Donald Trump's security policy document presents a flawed assessment of Europe. The document asserts that open-border policies and what it terms "woke" agendas represent an grave threat to the continent's identity. Yet, this perspective is based on a serious misinterpretation of the reality. The actual danger facing Europe is not cultural but technological and economic backwardness.

A Glaring Growth Divide Between Europe and the US

Statistics reveal a stark contrast. Between 2008 and 2023, American economic output surged by 87%, while a paltry thirteen and a half percent growth for the EU. Over this period, European income per person dropped from over three-quarters to just half of the US level. Strikingly, even Mississippi now has a higher per capita income than several leading EU nations like Italy and France.

Currently, about half of the global 50 largest technology firms are American, while a mere four are European.

The Innovation Deficit: The Core Problem

This widening economic gap is driven by superior efficiency gains in the United States, fueled by breakthroughs and higher total factor productivity. The landscape of global tech leadership is overwhelmingly American. Over the past five decades, 241 US firms have grown into enterprises valued at over ten billion dollars, versus only fourteen in Europe.

This gap raises a vital issue: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, where does Europe stand? Most analysts concede it is essentially a two-horse race involving the US and China, with European nations starting at a significant handicap.

Underlying Factors of the Continent's Innovation Gap

A number of major factors explain this innovation chasm.

  • Venture Capital: The United States has a much more robust and more dynamic system for funding startups. The EU still lacks a genuine capital markets union, which limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hamper Europe. A American entrepreneur can introduce a product under a single regulatory framework to access a consumer base of hundreds of millions. The EU, despite a bigger population, is split among 27 different national systems, creating significant internal barriers.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In some EU nations, business failure was once viewed with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has eroded its capacity for pioneering research.

A Path Forward: Reasons for Cautious Optimism

In spite of these challenges, one can find reasons for hope. Policymakers are increasingly aware of the severe threat and have started to propose serious reform. Notable analyses on EU competitiveness and the internal market highlight the necessity of sweeping reforms.

Given appropriate policies and rule changes, Europe's strengths could support much higher levels of business-led breakthroughs.

The continent retains significant strengths: high-quality human capital, top-tier schools and universities, and premier labs. Alongside a vast domestic consumer base and substantial household savings, these elements could trigger a surge of venture creation.

Importantly, even if the EU does not take the lead in creating cutting-edge tech, it can still dramatically increase productivity by implementing and tailoring innovations from elsewhere.

An Inflection Point

Europe now stands at a decisive crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. But, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could give way to a rapid and permanent decline in global economic relevance.
