The Collapse of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are fought: positive announcements are issued from various governments. Considerable effort is expended on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a ability provided through timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons streaked across the sky – sophisticated military planes delivered to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems thundered: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every firing shakes the surroundings, causing tremors. The moment of terror quickly becomes grim resignation: maybe the hostile projectile won't hit its mark this time, protecting urban areas from devastation and further power outages.

Ongoing Risks

Following this, a heavy machine gun engaged a drone somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its objective.

With pauses, this carried on until dawn. Kyiv greeted the morning news: several casualties, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As always, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are demonstrably unable to fill in the near term.

Unsuccessful Negotiations

The 28-point plan from US administration sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new proposal from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This trend will, certainly, endure.

Strategic Calculations

It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a premise understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House presumes that it is unfeasible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does little to discourage Russia, through diplomacy or military means, from thinking that the status quo will not change more in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Moscow is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but averting a complete military breakdown until conditions improve in its benefit.

Present Conditions

Factually, there are no genuine requirements for a armistice. Now, individual motivations are entering the equation: personal goals to negotiate peace and secure international recognition, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not shift toward homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a only one week to kill the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
